The European Commission will host a high-level summit on November 4 in Brussels to define security guarantees for Ukraine. The session is scheduled to conclude just days before trilateral negotiations with Russia begin in Abu Dhabi. US Presidential Special Envoy Steve Witkoff announced the gathering, which aims to solidify a diplomatic framework before the next phase of talks.

Paula Pinho, the European Commission’s chief spokesperson, confirmed the event to European Pravda. She stated that the Commission itself is hosting the session. Representatives from Ukraine, the United States, France, Germany, the United Kingdom, NATO, and the World Bank are expected to attend. The EU side of the discussions will be conducted at the level of national security advisers, signaling a focus on technical policy formulation rather than head-of-state diplomacy.

Pinho noted that the Brussels meeting builds on recent diplomatic efforts, specifically the talks held in Miami between Ukrainian and American delegates. The overarching objective is to achieve a sustainable peace for Ukraine. The primary agenda item for the Brussels session is post-war reconstruction and long-term economic prosperity. This approach contrasts with the headline-grabbing nature of previous summits, as President Volodymyr Zelenskyy is not currently expected to attend personally.

This summit follows a coordinated series of diplomatic moves across Europe. NATO previously confirmed that its representatives would meet with officials from France, Germany, the United Kingdom, and the United States in Belgium. Those talks also centered on the security guarantees framework. The alignment between the Brussels session and the NATO meetings indicates a unified European strategy toward the upcoming trilateral discussions.

In a parallel development, Witkoff announced that trilateral talks aimed at ending the war between Russia and Ukraine are planned for November 10 and 11. These discussions will take place in Abu Dhabi, the capital of the United Arab Emirates. The focus there will be on determining concrete steps toward peace. The sequence of events suggests that the outcomes in Brussels will shape the parameters for the negotiations in the Gulf.

Recent diplomatic exchanges have contributed to a sense of progress in the peace process. President Zelenskyy remarked that following a conversation between European leaders and Russian President Vladimir Putin, there appears to be a serious commitment from Moscow to hold the Abu Dhabi meeting. This sentiment aligns with recent high-level contacts between European officials and the Kremlin. The diplomatic calendar now tightens with events in both Brussels and Abu Dhabi scheduled for the coming week.

Northern European leaders have also played an active role in facilitating dialogue. Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre engaged in a telephone conversation with Vladimir Putin on October 27. This contact was initiated on their own accord. It demonstrates the active role Nordic and Baltic leaders are playing in bridging the gap between Europe and Russia as part of the broader peace process.
