House Speaker Mike Johnson will not remain as the top Republican leader in the next Congress.
According to a source familiar with the plans who was not authorized to speak publicly, the Louisiana Republican intends to step aside following the party's midterm losses. Johnson served two terms as speaker after succeeding Kevin McCarthy in 2023. His departure opens the door for Republicans to select a new minority leader. The caucus is scheduled to hold leadership elections on November 10.
The midterm results marked a decisive shift in power. Historically, the president's party loses seats in midterm elections. However, the Democratic gain exceeded expectations in Washington. Democrats flipped seats in states that are traditionally red and have previously been won by the president. Johnson acknowledged this pattern in remarks made on Tuesday night.
"From the first day of this election, we knew that to keep the House and sustain our majority, we would have to defy more than a century of midterm history. It's only happened twice in 90 years that a sitting president has picked up or held seats for his party in that first two-year cycle. There's a lot of reasons for it. It's very, very difficult to overcome, and it looks like history will be kept tonight," Johnson said.
Johnson worked closely with the Trump administration during his time in office. His tenure was defined by the challenge of maintaining party unity with a narrow majority. In that configuration, a single Republican defection could jeopardize GOP legislative priorities. This dynamic will differ for the presumptive next House Speaker, Rep. Hakeem Jeffries of New York.
Jeffries faces a comfortable margin in the chamber, which likely allows him to advance priorities even if some members vote against him. Although a handful of lawmakers were elected with support from the Democratic Socialists of America and may push the party further left, the majority size provides stability. If elected, Jeffries would become the first Black lawmaker to hold the speakership.
Republicans will now focus on selecting their new leadership slate. The election process is set to begin in earnest as the caucus organizes its response to the new chamber composition.
